A Business Analyst is defined as an individual with a BA/BS degree and at least five (5) years of experience in systems development business requirements analysis, elicitation or documentation. Previous experience shall demonstrate the individual’s ability to conduct the early and ongoing work to elicit, document, and refine requirements to be used in determining the tasks in a systems development project. Elicit, for the purpose of this contract, is defined as “to draw forth, or to bring out.”  In the context of business analysis, this means that contractors will find ways to extract business requirements from client subject matter experts. The Requirements Analyst must be competent in the use of IBM Rational ClearQuest and the IBM Rational Toolset. Business Analysts shall perform the services required:

  • Elicit business requirements for information technology solutions using inter alia interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis and develop requirements/specifications according to standard templates, using natural language
  • Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs
  • Communicate and collaborate proactively with external and internal customers to analyze information needs and functional requirements, and deliver the following artifacts including, but are limited to: functional requirements, business requirements documents; use cases; GUI; and screen and interface designs. Additionally, the requirements analyst shall serve as a conduit between the customer community (internal and external customers) and the software development team through which requirements flow, collaborate with developers and subject matter experts to establish the technical vision, and analyze tradeoffs between usability and performance needs
